Bahut log samajhte hain ki police “complaint lena” unki marzi ka kaam hai. Law generally aisa nahi kehta. Cognizable offence ke case me FIR (First Information Report) register karna police ki duty hoti hai – unhe pehle detailed investigation ya proof ka wait nahi karna chahiye.

Supreme courts ne baar-baar emphasise kiya hai ki relevant information milte hi FIR register honi chahiye; refusal pe complainant higher officers ya courts approach kar sakta hai. “Pehle enquiry karenge, phir FIR sochenge” approach limited situations tak hi tolerated hota hai.

Zero FIR ek helpful concept hai – aap kisi bhi police station me complaint register kara sakte ho, chahe offence kisi aur jurisdiction me hua ho. Station “zero number” FIR register karke relevant station ko transfer karta hai. Victim ko yeh bolkar wapas nahi bheja ja sakta ki “yeh hamare area ka matter nahi.”

Survivors of sexual offences, road accidents, ya travelling crimes ke liye zero FIR especially useful hai, kyunki unhe pehle sahi thana dhoondhne ka extra burden nahi uthana padna chahiye.

Practically, agar refusal mile toh written complaint, email, video recording, aur legal aid groups ki help strong tools ban sakte hain.
